Broadband makes a fundamental and essential difference in the management, organisation and delivery of services provided by Voluntary Organisations.

The Councils for Voluntary Service are in a key strategic position to demonstrate the benefits and encourage the take up of broadband internet access to the local social economy organisations they support. These organisations provide services across a spectrum of activity, covering arts, culture and sport, children and young people, employment and enterprise, the environment, health and care, housing and regeneration. Many work directly with individuals who are socially excluded – for example, advice agencies (Including Citizen’s Advice Bureaux), care providers, disability groups and employment and training organisations.

To enable the CVSs to demonstrate the business benefits of broadband they require:

	a programme of capacity building to connect them up to broadband services;
	network configuration support to enable them to maximise the benefits of broadband;
	the development of expertise and knowledge on the part of their staff in the business benefits of broadband to the social economy.

The Broadband Access Programme is designed to help 16 East of Scotland CVSs, in very practical ways, acquire the benefits of fast internet access, so that they can take full advantage of digital communication, and promote it within their locality.
