A key element of the start up phase of Supporting Voluntary Action was a needs analysis to identify support needed by the Councils for Voluntary Service network to engage effectively with the programme. In May 2007 Avante Consulting was appointed through an open tendering process to undertake this work. The need analysis provided:
- An analysis of needs of the CVS network in relation to the overarching BIG Dynamic Inclusive Communities outcomes and specific outcomes associated with each of the project strands
- A clear indication of strong performers that have the potential to play a leadership role in progressing the programme
- Evidence based recommendations as to how best resources might be invested to achieve the required outcomes, taking into account local priorities and circumstances
- Baseline data that can be used for monitoring and evaluation purposes during the life of the programme and beyond
The analysis focused on what is needed for long terms sustainability rather than short term resourcing, and took account of the needs and perspectives of the key customers and stakeholders of CVS. It incorporated an audit of the following elements of CVS activity:
in use and an assessment of how these currently align with the proposed basic quality standards and associated support needs
Effectiveness of engagement in local partnerships (including Community Planning Partnerships, Local Social Economy Partnerships and Community Health Partnerships) and community engagement practice
Leadership and governance skills and the development needs of Chief Officers and Chairs
Equalities policies, practice and engagement with local equalities organisations
Data collection methods and practice and data sharing arrangements in place
Funding base and diversification strategies
Collaborative work underway or planned with other agencies (voluntary, public and private)
Information, advice and organisational development services and resources in use or under development
Skills and specialisms of senior staff
The analysis was conducted on a local authority boundary basis, assessing the needs of CVS collectively in multi-CVS areas. It also reflected the differing support needs in urban, rural, remote and island areas and made recommendations as to how these can best be addressed in relative investment terms.
